CISP (Computer Inventory of Survey Plans) is a uniquely Queensland solution. No other state has a lot plan linkage system that goes back to crown allotments. It was built in the hey day of digitisation.
In the 1980's when Queensland got the Automated Title System (ATS) there was a need to provide a unique reference for the land on the title. The physical books of titles, volume and folios, were being replaced.
A lot plan index was designed and implemented. CISP is the lot plan index. One of it's functions is to track all the 'historical conversions'. For example
sub 1 of resub 2 of sub 1 of portion B of Allotment 2 Parish of Lovelace County of Walsh.
This would then be allocated an RP number. The image below is from RP705964
In doing this process, all the "linkages" were also entered. For example, all the way back to Allotment 2. A side affect of this is the CISP linkages the Queensland Surveying profession relies upon. When you are searching for 'recent surveys' or historical surveys in the area you are working for your client, its the lot plan index that is being searched. In other states of Australia, if there are related plans you have to read the face of the plan or field note to know if it relates to another lot.
If you're old like this author, you would have during your survey degree gone to the titles registry and used a terminal to search CISP.
That's a VT220 which were all around the state. The surveyors and administrators of CISP still use a 'terminal emulator' to enter and search inside CISP. A terminal emulator is a small program running in a window of a modern system that acts like that text terminal. It's very finicky and tough to do basic things like copy/paste. Want to use your mouse to move to part of a form? Nope.
Not any more. CISP is being turned off.
A completely new system, called QSR has all the functionalities of CISP. All the historical data will be loaded in ready for searching.
Critical Dates:
Wednesday 10th June 2026. CISP closes for data entry. All plans lodged/registered will be updated in CISP. See the Queensland Surveying alert 9th June -
Monday 15th June 2026. QSR is available for department staff.
Friday 19th June 2026. Dye & Durham terrain will switch CISP searches to QSR searching.
By June 30th 2026 CISP is turned off one last time.

The new QSR search in Dye & Durham Terrain is identical to CISP.
- There will be improvements around availability out of the 6:35am Mon-Friday of CISP.
- No limit to results. In CISP there was a limit of the number of linkages that could be returned. This was hard for us to work to as you don't know how many linkages there are until you search. There isn't a direct correlation between number of lots searched and linkages returned. The limits to the number of lots you can send to the search remain.
- Areas of large leases could not be returned in CISP. South Bank, Brisbane CBD and Brisbane Airport/Aerotropolis. work more effectively in QSR.
We expect a delay to entering of plans in QSR as staff get familiar with the QSR process.
On average 70 plans a day are lodged/registered.
